IRF (India Chapter) in collaboration with ARRB has organized two 5-day long Certification Course for Road Safety Auditors for creating capacity in the country for Road Safety Audit.The first two courses have been held during 1-5 and 8-12 February2010.It is proposed to train at least 200 auditors in six courses during the year 2010. The next set of courses are planned in July and December 2010.

Four IRF Regional Conferences were organized in India successively on some of the most topical subjects like “Business & Environment for Future Road Development in India” in 2006, “Road Safety - Design,Construction and Operations of Roads” in 2007 and “Mobility and Safety in Road Transport” in 2008.The 4th IRF Regional Conference on “Accident Prevention:Road Safety Measures” was held at New Delhi during 23-24 October 2009 which was attended by 350 delegates,and it was very successful.Its recommendations have been pursed by various Ministries of Govt.of India and most of them are in different stages of implementation.

A road safety films (promos) have been prepared jointly by IRF (India Chapter) and NDTV. These will be used in nationwide promotion of road safety through television media across several channels. Additional road safety films are proposed to be prepared on other themes for showing across the country through television as well as in the cinemas.

In order to bring about awareness amongst the people at large, NDTV has agreed to become media partner of IRF (India Chapter), and accordingly a tripartite agreement between NDTV, Ministry of Road Transport & Highways and International Road Federation has been formalized and submitted to the Ministry for approval.


A proposal is being framed for Govt. of India to initiate Driver Training Schools in hundreds of selected existing Polytechnics, which are established institutions across the country for industrial/commercial/trade skill developments, by providing the required facilities and trained instructors to impart driver training as per the requirement of M.V. Act. The states of Delhi and Karnataka have been identified to implement this programme within next six months. A core group of IRF (India Chapter) is working on this since last one month.

 

A series of specialized Driver Training and and Road Safety Academy for Training of Trainers and also R&D on road safety as research centres are also proposed to be implemented across the country with initial Government funding and operating in PPP mode. About 20-25 such training cum research centres will be required for the country, and the first one is proposed to be created in Chindwara,Madhya Pradesh within next 6 months to one year. A model proposal for creation of such a Driver Training & Road Safety Academy (DTRSA) has been and submitted to the Ministry of Road Transport & Highways,Govt. of India.

 

A proposal for development of structured school curriculum has been prepared and submitted to the Ministry of Education and HRD. Such initiatives were taken sporadically earlier by different states with very little objectivity and success.The proposal suggests the way the curriculum is to be developed and how to develop and ingrain the road safety culture in the children, who are future citizens of the country.

 

IRF (India Chapter) has taken up with Government of India and also the State of Delhi for creation of Road Construction Workers Training Academy, through which the skilled labourers are to be developed for improving the construction quality in roads. The State of Delhi had already processed the case and is going to implement is next 6 months to one year. This initiative is going to start with Delhi and Haryana, which will then be expanded to other sates.

 


With regard to the National Capital Territory of Delhi, the Lt. Governor of the Union Territory has been requested that necessary appropriate directions may be issued for the following aspects in relation to road safety in the national capital city.

I. To provide adequate space for pedestrians along all roads with requisite safety railings etc as well as proper signaling and signage to facilitatheir movements at junctions as well as at mid-block locations of the road.

II. To take due and stricter enforcement measures to control drunken driving.

III. To make the legal provisions and the enforcements stringent to ensure that both the driver as well as the pillion rider compulsorily use helmets.

IV. The front and back inside cover of all school text books used in Delhi by the students be printed with road signs for inculcating road rules in the young minds.

V. To give necessary directions to all concerned agencies for the usage of ITS for traffic management and enforcement as well as to promote other in-vehicle safety systems in all vehicles sold in Delhi.

 


The Ministry of Road Transport & Highways has taken up with the Revenue Secretary, Ministry of Finance,with a request

a. to permit duty free import of Intelligent Transport System related equipments for efficient traffic management and safety.

b. to permit duty free import of Driving Simulators, which are essential for Driver Training Schools to impart proper training for improving driving skills.

c. to provide exemption of the Income Tax for the Donors from Corporate World and Philanthropist individuals,etc. who extend a helping hand by incurring expenditures towards road safety programmes.

The Ministry of Road Transport & Highways have requested the Secretary, Department of Industrial Policy and Promotion to direct the manufacturers of the bicycles to compulsorily make the colour of the cycle frame and rear mudguard in luminous orange colour.

A group of officials from Ministry of Road Transport & Highways, NHAI, Academic and Research Institution, Consultants and Concessionaires identified by IRF (India Chapter) had worked on a proposal for “Urgent Engineering Measures Required for Enhancement of Safety on High Speed Roads”. The final recommendations of this group have been submitted to the Ministry and these have been accepted for adoption.

The Ministry of Road Transport & Highways have requested the Secretary, Ministry of Information & Broadcasting to extend a helping hand by directing the Cinema / Multiplex owners to show a film of 2 to 3 minutes duration connected with road safety,before the start of the actual commercial film.

The Ministry of Road Transport & Highways has written to the Ministry of Heavy Industries to issue directives to all manufacturers of the motorized two-wheeler to paint the front and rear mudguards in reflective orange colour for night visibility.Also, it has been suggested that their headlight may be connected to the ignition so that it remains always in on condition while in use.
